Interpretations Of 2019 WT New Rules


1. When coach challenges the two Gam Jeoms given by Referee during the same time
frame (eg. ‘Grabbing’ and ‘Attack after Kalyeo’) he/she must specify whether to
invalidate both Gam Jeoms, or just one. Video Juror will check. If the coach is half right
and half wrong, the coach loses a card and only one Gam Jeom will be invalidated.

2. When break time between rounds is over, one of the players does not come to his/her
mark after the repeated calling of the Referee, Gam Jeom will be given for ‘Misconduct’.
As break time has expired, Gam Jeom will be recorded in the new round.

3. When two IVR’s are requested at the same time, deliver the decision of coach who
requested first and referee will execute the necessary actions. Then repeat for the
decision of the second coach.

4. If player steps over boundary line; after receives Gam Jeom, bring the player back in
approx. 60cms for restart. Players can no longer come to the centre.

5. Jumping and clinch to avoid the opponent’s attack; first is tolerated. If repeated, Gam
Jeom for ‘Avoiding’.

6. If a player falls down, the referee must call “stand up” with hand signal even if the player is
standing up to speed up the process. It is also to indicate the Gam Jeom is for ‘Falling
Down. If both fall down, say “stand up” and hand signal between them before
showing the ‘waving off’ sign.

7. “Keuman” by the referee should be at the same time when the time clock reaches zero.

8. The referee shall get players into position before “Choombi”. When in position,
“Choombi” then “Shijak” straight away.

9. Referees will position themselves between players when giving Gam Jeom.

10. When the player receives ninth Gam Jeom, Referee will indicate to the player by showing
nine fingers.

11. The referee will manage a match along the boundary line. If call “Kalyeo”, hand signal first
and the body moves in quickly with an outstretched arm. When calling “Kyesok”, retract arm
and move back quickly from players.

12. Corner Judges must press technical points immediately if there is a turning kick as
soon as the foot touches the hogu or the head. Do not wait for points to score. Do
not press early. The foot must touch first.

13. If one Corner Judge stands up, the other two must follow suit and call out “REFEREE”
loudly to stop the match.

14. Corner Judges must help each other if he/she notices a mistake has been made by
their colleagues (eg. Pressing the technical button for punch point).

15. If a player grabs and then attacks fallen opponent, give one Gam Jeom for ‘Grabbing’
and 2nd Gam Jeom of ‘Misconduct’ for attack fallen opponent.

16. The referee can only give 2nd Gam Jeom for ‘Misconduct’ or ‘Attack after Kalyeo’.

17. If a player falls down and ‘pretends injury’, Referee shall ask for ‘Video Review’ to
determine ‘fake injury’. If confirm ‘pretend injury’, Referee will give Gam Jeom for
‘Falling Down’ and 2nd Gam Jeom for ‘Misconduct’ (pretend injury).

18. The hand signal is ‘Grabbing’ for monkey or fish kick (only penalty if players are in a
clinch eg. touching).

19. When players clinch, Referee will separate after one second.

20. Fake foot stamp is ok, 15 – 22cms depending on the height of the player. Only once is
allowed. If twice, Gam Jeom.

21. Leg pumping action twice (even if hogu height) is Gam Jeom (3 seconds only comes
into play, if the player is kicking).

22. A player is considered fallen if any part other than the sole of the foot touches the
floor. If a player is hit, even if the opponent’s foot is already on its way, still Gam Jeom for
‘Attacking Fallen Opponent’.

23. Time out request from a player, tell “Fight” with a hand signal. If the player persists, Gam
Jeom for ‘Misconduct’.

24. If Referee counts solid hit to body and no points scored. Complete count. Referee to
check IVR to confirm hit on hogu. If count to ten and valid hit, award match to
the attacker.
25. Punching fist may be sideways as long as it is a proper punch with front of the fist.

26. The coach can ask for ‘Video Review’ invalidation of spin from another player, but not
an invalidation of kick.

27. Coach can ask for ‘Video Review’ for technical issue equipment test, rounds one and
two only. If ask during third or Golden round, and test shows equipment is working
ok, coach loses card and player receives Gam Jeom for ‘Misconduct’.

28. If player attacks at the beginning of first round before Referee declares “Shijak”,
Gam Jeom for ‘Misconduct’.

29. If player attacks before Referee declares “Kyesok”, Gam Jeom for ‘Attack after
Kalyeo’.

30. If an infraction occurs during the round break, Gam Jeom will be recorded in the
previous round. If after the break time, Gam Jeom will be recorded in the new
round.

31. If Computer Operator forgets to start time when Referee declares “Kyesok” and
the player goes out of boundary line, Gam Jeom for ‘Crossing Boundary Line’ even
though time has not started. It is a technical issue for time not starting because
The referee has declared “Kyesok”.

32. If the time has expired but Referee does not declare “Keuman”, it will be considered the
match is over. If there is a knockout after time has expired, it will not be counted.
The referee will call “Doctor” to tend to the injured player if necessary.

33. If time expires as the Referee declares “Keuman” and the player has executed a
knockout kick to the opponent, Doctor will be summoned. If it is the end of the match,
the match result will be decided by the score. If the incident occurs between rounds,
the winner will be decided if the knockout opponent can continue after ‘Kyeshi’ time
(commissioned Doctor’s decision).
